This is probably a leftover from Freeway and producer Jake One's Stimulus Package. You can tell because Freeway makes a super timely balloon boy reference and also because it was produced by Jake One. It fits in the same zone as the rest of the record, Jake One providing a solid, somewhat chilled backdrop for Freeway's breathless urgency.
