Oakland's Earl Swavey, part of the rowdy Kioe Boyz crew, finally seems to be catching on. He's been doing the sparse, Mustard-led West Coast party rap thing for a couple years now, just a bit scrappier and more DIY—check out his most recent Business Before Pleasure tape for more. His latest, "Bus It," is function music, but his delivery's a little slicker and more restless than what's typically required of the current crop of ratchet rappers. I like to picture him as Problem's devious little cousin.
